Complaint about iOS 9.3 update

A week ago, the iOS 9.3 update was causing a difficulty for some users of Apple iPad 2.
iPad owners were incapable to switch their device after setting up the iOS 9.3, Apple company has never yet release another version of the software that can fix the issues.

Seems to be the latest update has fixed the issue for iPad 2 owners, even though there is evidently another activation bug that is affecting various other devices.

Second activation seems to be affecting the iPad air, the iPad Mini 2 or the previously and the iPhone 5S, the bug prevents people activating their handset if they can’t remember their Apple ID or password.
